Should window blinds be ordered the same exact length and width measured?

If a window measures for example 25 inches across and 50 inches top to bottom, should they have the blinds made exactly 25 x 50?

Usually the manufacturer wants the exact window dimensions (measured at either two or three points in each direction). They will take the narrowest measurement in each direction and subtract the appropriate amount for clearance, usually about 1/2 inch in width, and give you a long enough blind to cover the entire window.

I’ve ordered several blinds from different stores and on-line retailers. Each one differs in what measurements they want, but each was very clear what they wanted.
